As a Senior Financial Control Assistant, you will undertake a variety of accounting and financial administration tasks related to non-sovereign loans; coordinate the activities of CTFA Administrative Expense section for payroll, pension, staff receivables and other related transactions; administrative expenses and claims processing; and provide support to ADB’s Organizational Resilience and Business Continuity preparedness.
Responsibilities
- Process non-sovereign disbursement requests under loan and grant funded projects following ADB’s disbursement guidelines; make sure that the claims align with contract provisions, relevant financial covenants, applicable administrative orders/circulars, and established ADB practices.
- Prepare disbursement/payment, collection or journal vouchers or other relevant documentation and ensure the validity and propriety of the transactions and supporting documents adhere with appropriate accounting policies; and conduct fiduciary review of disbursement.
- Process salary, pensions, staff receivables and other related staff benefits including final pay of resigned staff, using Oracle Applications. Ensure compliance with all relevant ADB procedures; maintain appropriate, adequate and timely controls in the preparation of accounting data, processing of transactions and preparation of reports.
- Verify accounting system outputs and reports to ensure completeness and accuracy; initiate necessary action to correct any discrepancies, omissions or errors.
- Prepare monthly reconciliation and analysis of payroll and staff receivables account balances against General Ledger.
- Address routine employee queries on make-up of pay and deductions, referring non-routine matters to supervisor; update relevant records, documents and files.
- Participate in initiatives to enhance CTL’s Organizational Resilience (OR) and Business Continuity (BC) preparedness.
- Prepare and revise the OR and BC plans under disruption, support the organization and implementation of regular training for CTL’s key activities following the OR and BC plans, take part in quarterly testing and execution of OR and BC plans on selected business processes.
Requirements:
- Bachelor’s degree in Accounting, Business Administration, or Finance. A Certified Public Accountant or equivalent qualification.
- Good understanding of accounting policies and accounting standards and systems, general policies, procedures, guidelines and reporting requirements prevalent in multilateral institutions, and the application thereof.
- Minimum of 5 years accounting or auditing experience, working with computerized accounting systems in a large organization.
- Proficient with office suite software, and large accounting software (e.g. Oracle ERP, SAP) and in use of computer databases to input and extract information, and to generate standard and ad hoc financial reports.
- Analytical and systematic, strong numerical skills.
- Able to liaise and work with staff within own work location.
- Able to collaborate with teams as a constructive team member.
- Good command of written and spoken English.
