Position description

Organizational Context

The position is located under the Sustainable and Just Energy Transitions Unit (TCS/ECA/JET) that focuses on promoting energy for development and leveraging technology innovation and social inclusion to lead a just energy transition. It promotes the modernization of energy infrastructure to drive decoupling growth from emissions and deploys de-risking approaches to channel public and private investments to accelerate energy access and industrial development. It supports Members States in building and diversifying renewable energy supply chains and fostering manufacturing capabilities to achieve a just energy transition for all. The unit also supports the integration of energy system design into the wider development objectives and helps countries navigate the trade-offs for energy development while ensure compliance with social and environmental norms. Finally, the Unit coordinates the Global Network of Regional Sustainable Energy Centres and related partnerships and uses regional policies and approaches to achieve economies of scale.

The Chief works under the overall guidance of the Managing Director for Directorate of Technical Cooperation and Sustainable Industrial Development, the Director of the Division and in close collaboration with the colleagues to achieve the mandate of the Division.

At the P5 level, the incumbent is expected to deliver (a) work that is integral to UNIDO’s mandate; (b) in creating an enabling environment which is catalytic, gap-building and opportunistic; (c) in building partnerships and networks to strengthen Programmes; and (d) in achieving results within Cross Programme or Inter-Services teams. The measure of success is Programme Competence.

Main Responsibilities

Leads the teams in the Division to:

  • Based on the foresight of current and future demand involving beneficiaries of and stakeholders in industrial development, develop a programme as well as specific service modules to achieve the results expected from the Division;
  • Support governments in fulfilling national commitments under the multilateral climate agreements and conventions, including access to climate finance, thereby facilitating a just transition towards sustainable industrialization;
  • Support the Director of the Division in acting as focal point for strategic energy partnerships and networks, including the UN-Energy, Sustainable Energy for All (SEforAll) and International Renewable Energy Agency (IRENA);
  • Support the Director of the Division in positioning of UNIDO in major global fora on energy;
  • Strengthen partnerships with governments, industry, multilateral, bilateral and United Nations agencies, the private sector and civil society in support of the Division’s energy and climate change-related activities and programmes;
  • Oversee and manage all aspects of technical cooperation programmes and interventions including programmatic mobilization of funding, implementation of programmes and monitoring the results and impacts;
  • Mobilize financial resources from multi/bilateral, national and innovative financial mechanisms and funds, including the GEF and the GCF, to formulate and implement impactful projects and programmes leading to both increased funding as well as diversified funding streams;
  • Monitor the achievement of results and manage related risks in line with the IRPF and energy and climate-related indicators in the P&B and the MTPF in their area of expertise and contribute to relevant narratives in and across the Organization;
  • Oversee and ensure implementation of recommendations made by oversight bodies and external/internal auditors.

Managerial/Supervisory:

  • Collaborate with senior managers in UNIDO, to form a community of interest, serving as active public relations ambassadors, utilizing all means, both traditional and new approaches to continuously improve the resource mobilization capacity, partnerships and commitment to increasing the visibility and relevance of UNIDO;
  • Align the work programme of the Division with the organizational priorities cascaded from the Director and in this context, formulate, cascade, implement and report on the priorities of the Division;
  • Assign responsibilities to staff under his/her supervision, having a clear overview and monitoring mechanism; ensure that expectations of results and performance are clear; motivate staff under their supervision and hold them accountable;
  • Ensure appropriate monitoring of results, performance and completion of related reporting and feedback mechanisms;
  • Support the Director/Chief of the Division on other special projects and assignments.

Minimum Organizational Requirements

Education:

  • Advanced university level degree (master’s or equivalent) in Economics, Environmental Management, Business Management, Engineering or another field relevant to UNIDO’s mandate, is required. A degree in renewable energy or energy policy is desirable.

Experience:

  • A minimum of ten (10) years of progressively responsible professional experience , including some at the international level, involving technical cooperation in developing countries is required;
  • Demonstrated experience in all phases of the Project Cycle with direct exposure to the needs, conditions, and challenges faced in developing country contexts is required;
  • Experience in managing large-scale teams both at headquarters and in the field is highly desirable;
  • Proven track record in resource mobilization and active contributions to global for a is desirable.

Languages:

  • Fluency in written and spoken English is required. Fluency in or working knowledge of French or Spanish, or of another United Nations language, is desirable.
