the Programme Officer (IBG) will be responsible and accountable for the development, implementation and coordination of the IBG projects and programmes implemented by IOM Iraq. The Programme Officer (IBG) will be expected to closely coordinate the programme with other Programme Officers as well as with the Project Development and Support Unit, in communication with the donor governments and other stakeholders.
Responsibilities
- Maintain liaison and conduct comprehensive consultations with relevant governmental counterparts, and other supporting stakeholders, on border management/control and legal identity needs and priorities in support of the Iraqi border and legal identity management authorities to rebuild their national border, strength their legal identity system and migration management structures.
- Support the implementation of national plans of action or IBG Strategy aiming at enhancing the operational capacities of relevant border and migration management entities in Iraq.
- Oversee and coordinate capacity building and training activities on migration, legal identity and border management, as well as related border control procedures, in particular in the field of detection of fraudulent documents, upholding human rights, and countering human trafficking and smuggling of migrants.
- Develop project proposals in the thematic area of IBG such as, legal identity, Humanitarian Border Management, readmission, consular support, technological solutions for enhanced border management, capacity development in all these fields, including identifying cross-thematic synergies and opportunities.
- Provide advice, analysis and input to the CoM/DCoM and relevant stakeholders on all issues pertaining to migration, legal identity and border management in Iraq.
- Manage all aspects of IOM Iraq Country Office’s IBG projects and portfolio in line with IOM and donor requirements. Oversee and coordinate the work of all project staff members, including externally recruited staff and consultants, in operations/logistics, procurement, and financial/budgetary processing. Exercise quality control over all procedures and documents and ensure proper follow-up as necessary.
- Oversee and coordinate timely submission of reporting on projects in line with donor requirements and according to IOM standards.
- Draft documents and brief senior management on IBG related topics, including the development of reports, presentations, talking points, and briefings concerning project activities implemented and government priorities.
- Identify and promote strategic and technical partnerships with relevant government entities, International Organizations, private sector and civil society partners, and other relevant stakeholders to promote and strengthen IOM’s migration and border management portfolio.
- Identify new programming opportunities in Iraq on Immigration and Border Governance related areas and coordinate the development of project proposals responding to stakeholder needs and donor priorities, in line with IOM’s mandate and strategy.
Education:
- Master’s degree in international relations, International Law, Political or Social Sciences, Humanities, Military Science or a related field from an accredited academic institution with five years of relevant professional experience.
- University degree in the above fields with seven years of relevant professional experience.
Work Experience:
- Minimum of 5 years of professional experience in the field of immigration, border governance and legal identity, including in an advisory role.
- Having broad operational and supervising experience in a border management entity at the senior level is an advantage.
- Experience in project/programme management with IOM, other United Nations agencies or non- governmental organisations in IBG, Security Sector Reform and other related fields, with supervisory responsibilities and demonstrated achievements.
- Work experience in a non-family duty station in conflict or post-conflict countries is desired, work in the MENA region is an advantage.
Languages:
- IOM’s official languages are English, French and Spanish.
- For this position, fluency in English is required (oral and written).
- Working knowledge of Arabic and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
