This job vacancy encompasses three distinct workstreams (Global Partnerships, Justice Systems, and Inclusion). Applicants can select one or more workstreams at the time of expressing interest in the application platform.

Responsibilities:

Policy research, drafting and analysis :

  • Undertake background research, including reviews of the academic and policy literature, preparation and implementation of interviews and qualitative and quantitative data analysis, on one of the following areas related to:
  • Democracy, rule of law and people-centred justice, including contributing to data collection and analysis for the implementation of the OECD Recommendation on access to justice and people-centred justice systems.  
  • Gender and youth mainstreaming in public administrations, women’s participation in public life, tackling gender-based violence including its technology facilitated forms, including contributing data collection and analysis on the implementation of the OECD Recommendation on Gender Equality in Public Life.
  • Policy Coherence for Sustainable Development, including evidence on good practices and qualitative and quantitative data for implementing and monitoring the OECD Council Recommendation on Policy Coherence for Sustainable Development.
  • Public governance reforms in MENA and Africa.
  • Lead the drafting of key documents such as country/multi-country reviews, policy papers and briefs, reports providing analysis and proposing tailored policy guidance in one of the following areas related to:
  • Gender and youth mainstreaming and governance in public administrations, women’s and youth participation in public life, tackling gender-based violence including its technology facilitated forms.
  • The effectiveness of justice systems to provide meaningful access to justice for all people and communities, promote the rule of law and strengthen democracy and trust.
  • Policy Coherence for Sustainable Development, including policy coherence reports/scans of institutional mechanisms; thematic issues; and inputs to OECD horizontal initiatives on development.
  • Public governance in MENA and Africa.
  • Review and coordinate contributions from experts ensuring consistency, quality and alignment.

Communication, liaison and representation :

  • Represent the OECD in relevant events, delivering impactful presentations and actively promoting OECD analysis through relevant channels.
  • Contribute to the production and dissemination of analytical papers, reports, and key findings, in an effective and innovative way, ensuring quality control and accessibility for relevant audiences.
  • Develop a strong network with other divisions of the OECD, officials in member and non-member country administrations, National Statistical offices, other international organisations, non-governmental organisations and academics in the wider research community to drive forward the measurement and policy agenda on trust.
  • Support the planning and implementation of the Division’s Programme of Work.
  • Prepare briefs and speeches for OECD management, as requested.
  • Stay abreast of issues related to gender equality, inclusion, as well as in the broader public governance field and ensure, as appropriate, the Directorate’s involvement in OECD wide initiatives.

Qualifications : 

  • Academic background
  • An advanced university degree or equivalent qualification in economics, political science, public administration, or law with a strong foundation in quantitative analysis.
  • Professional background
  • A minimum of five years of professional experience in the research and analysis of gender equality, public governance and/or justice reforms and their impact on social and economic wellbeing at the national or international level, in a national administration, international organisation or an academic research institution.
  • Proven experience in developing, negotiating (incl. raising funds for) and managing complex projects that require liaising with relevant internal and external stakeholders and presenting their work in a compelling way.
  • Excellent drafting skills and a capacity to produce high-quality analytical and policy-oriented work and draft clear and concise reports. 
  • Demonstrated capacity to work strategically and creatively, as part of a multicultural team.
  • Proven experience in statistical quantitative analysis, data visualisation, design and implementation of expert and population surveys would be an advantage.
  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2).
  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.
  • To learn more about the definitions for each competency for levels 1-3, please refer to OECD Core Competencies.

Languages  : 

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of another language (especially of Arabic and/or Spanish) would be an asset.
