Position description

IOM’s EU Readmission Capacity Building Facility (EURCAP) provides a dedicated and flexible mechanism to assist the EU’s partner countries in areas such as identity management, readmission case management, voluntary return and reintegration assistance, post-arrival assistance to returnees, inter-state dialogue on practical cooperation in return, and data collection and analysis. The project aims to contribute to effective and efficient cooperation between the EU and its partner countries in the field of readmission through short-term capacity building initiatives in the above areas. 

Under the overall supervision of the Director, Global Office in Brussels and the direct supervision of the Senior Programme Manager of EURCAP), the incumbent will be responsible for providing effective and efficient operational and technical support to the EURCAP Facility. The position will be based in Brussels and will be part of the Project Management Team (PMT).  
 

RESPONSIBILITIES

  1. Coordinate the planning, execution, and monitoring of all EURCAP project program activities in alignment with IOM internal policies, EU requirements, and best operational practices. Conduct regular status reviews, identify operational issues, and propose remedial actions;
  2. Establish and implement the project’s robust monitoring and evaluation framework at both central and local project levels, ensuring operational efficiency and effectiveness;
  3. Provide expert technical guidance and ensure compliance with donors’ requirements to participating IOM offices and Local Project Teams (LPTs), meticulously reviewing related documents for accuracy and adherence to relevant guidance material. Foster operational excellence and compliance;
  4. Draft and compile comprehensive project technical reports and updates for submission, collaborating closely with the Senior Programme Manager, Project Assistants and LPTs, as necessary. Ensure operational coordination for seamless reporting processes;
  5. Oversee the maintenance of a database of experts and consultants specializing in return, readmission, and migration management, facilitating their strategic deployment in coordination with the Senior Programme Manager;
  6. Strategically select, deploy, and monitor experts and consultants to targeted countries, developing detailed Terms of Reference (ToRs), managing contracts, and overseeing procurement procedures.  Facilitate operational excellence in expert deployment. In coordination with the Senior Programme Manager, maintain regular liaison with DG Home, EU Member States, IOM Country Offices, and other stakeholders on support actions development (including budget), implementation, and evaluation;
  7. Coordinate the research, compilation, analysis and drafting of information materials, presentations and talking points from various sources for reports, plans, studies, briefings, training and meetings/conferences. Ensure operational coordination in knowledge dissemination;
  8. Inform the Senior Programme Manager on emerging issues around practical cooperation on readmission relevant to the EURCAP Facility and IOM’s operational objectives;
  9. Implement the Monitoring and Evaluation Framework, in close coordination with the PMT;
  10. Support the Senior Programme Manager in monitoring budget expenditures related to EURCAP activities to ensure their eligibility and cost-effectiveness, in coordination with the IOM Finance Department;
  11. Coordinate administrative or financial tasks to support the project implementation, including the preparation and/or processing of administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, etc.);
  12. Contribute and coordinate the development and dissemination of the Facility communication and visibility materials;
  13. Coordinate the creation and maintenance of project filing systems and contribute to knowledge management efforts (policy briefings, good practices, etc.) within the Facility;
  14. Undertake duty travels, participate, and present in meetings, conferences, workshops, and/or events as required by the Senior Programme Manager;
  15. Supervise the work of the project assistants;
  16. Perform any other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Law, Political Science, Migration Studies, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; Or 
  • Bachelor’s degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

 

Experience

  • Working experience of at least four years in programme/project implementation, reporting, monitoring, administrative and financial tasks is a requirement;
  • Excellent knowledge of EU institutions and EU migration policies and legal framework is a requirement; 
  • Experience of at least 4 years in contributing to the management, monitoring and evaluation of multi-country projects is a requirement;
  • Experience in managing teams is an advantage;
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations is an advantage;
  • Demonstrated experience and knowledge on return, readmission, reintegration and/or identity management is an asset;
  • Previous work experience with EU, national, regional or international public bodies related to migration would be an advantage;

Skills

  • Excellent drafting and reporting skills is a requirement; 
  • Demonstrated proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.
     

Languages

  • Fluency in English is required (oral and written).
  • Working knowledge of French is an advantage.
