Position description

• Based in Port Moresby, Papua New Guinea • 2-year fixed term contract with the possibility of extension • Open to PNG national candidates only

About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.

About The Role

Reporting to the Aviation & Maritime Lead, the Aviation & Maritime Manager will engage with relevant aviation and maritime agencies and stakeholders and counterpart GoA agencies in PNG to work towards achieving TSSP3’s intermediate outcomes.

The Aviation & Maritime Manager will support the implementation and delivery of the respective Partnership Support Plans (PSPs) for both sub-sectors under the direction of the Aviation & Maritime Lead. The Aviation and Maritime Manager will work closely with the Transport Governance & Institutional Strengthening team to ensure PSP activities contribute to change and are sustainable.

The Aviation and Maritime Manager will be responsible for ensuring the effective delivery and coordination of program inputs and contributing towards reporting of progress against program objectives.

About You

Selection Criteria:

  • Relevant tertiary and post graduate qualification applicable to transport, infrastructure, aviation or maritime, or international relations
  • A minimum of 7 years’ relevant work experience in international development or equivalent work experience in the aviation or maritime sector
  • Demonstrated understanding of the transport sector and aviation and maritime sub-sectors in Papua New Guinea.
  • At least 5 years’ experience managing and implementing complex projects
  • At least 3 years of management experience with the ability to lead and manage specialist teams
  • Experience managing procurement processes in line with Commonwealth and/or GoPNG guidelines
  • Proven ability to foster and develop strong relationships with Government of PNG counterparts and manage stakeholder relationships
  • Demonstrated experience in managing coordination forums and or inter-agency mechanisms
  • A good understanding of GoPNG public sector system and policies, processes and reporting requirements
  • Excellent facilitation and written and oral communications skills, including the ability to convey complex information in a manner easily understood by non-experts
  • Knowledge and / or experience of applying GEDSI and safeguards.
