Position description

HIAS seeks a Lead, Programmatic Design, Impact & Evaluation to oversee to HIAS’ Technical Excellence and Monitoring and Evaluation staff, and to lead the strategic alignment, consistency, integration and quality of HIAS’ programming across the globe ensuring there is the organizational ability to measure, evaluate and demonstrate the impact of HIAS’ work.

Serving on the Leadership Team in this key Programs Division leadership role, the Lead, Programmatic Design, Impact & Evaluation facilitates seamless teamwork and collaboration to support the design and delivery of high-quality evidenced-based interventions, grounded in global humanitarian standards and ethical principles.

ESSENTIAL FUNCTIONS:

TECHNICAL STRATEGY, PROGRAM DESIGN, PLANNING & PROGRAM QUALITY, MONITORING AND EVALUATION

  • Defines technical program excellence and designs and leads effective quality assurance initiatives, strategies and practices globally.
  • Leads on the planning, development and adoption of systems, tools, policies and objectives to ensure HIAS delivers programming in line with internationally recognized standards and best practices.
  • Provides technical leadership and management oversight for HIAS’ practice of accountability to affected populations (AAP), including supervision of the AAP Specialist responsible for putting HIAS’ AAP framework into practice across all locations, including appropriate complaints and feedback mechanisms (CFMs).
  • Provides oversight, training and guidance to staff on safe and accountable programming to ensure programming meets best practice standards and prioritizes the needs of affected people both in the development and emergency context.
  • Troubleshoots technical issues related to program delivery.
  • Provides cross-cutting technical leadership on evidence practice, methods and quality standards across all program approaches.
  • Manages all aspects related to the monitoring and evaluation of HIAS’ programs, including conception, design, implementation, analysis and reporting.
  • Ensures implementation of evidence-based programming that reinforces accountability and impact.
  • Builds capacity around monitoring and evaluation techniques and, from travels from time to time to HIAS program locations for on-site program evaluation.

NEW BUSINESS DEVELOPMENT & FUNDRAISING

  • Works with External Relations, Country Office teams and relevant departments to identify and build fundraising opportunities and develop robust, innovative compelling and engaging program proposals.
  • Represents the organization to third parties, including donors, clients, partners and governments, seeking to grow HIAS’ profile as a high quality, adaptive partner.
  • Develops strategic relationships and represents HIAS with key donors and other humanitarian NGOs; cultivates and establishes strategic alliances and partnerships with current and potential humanitarian donors.

MANAGEMENT & SUPERVISION

  • Proactively leads a team of experienced professionals that support monitoring and evaluation, knowledge management and technical excellence across all HIAS projects and operations, evaluating their performance and ensuring the execution of workplans and quality team deliverables.
  • Fosters teamwork, consistent communication and a culture of collaboration, integrity and productive working relationships within and outside the department.
  • Provides support and input to operational teams globally to build out the technical aspects of country strategies to ensure that growth is in line with the organization’s core capacities, global strategic direction and upcoming opportunities.
  • Manages budget and ensures ongoing financial oversight.

QUALIFICATIONS & REQUIREMENTS:

  • Graduate degree or equivalent in international development or other relevant social science, and working knowledge of international systems, statistics, economics, politics, human rights and/or environmental issues required; PhD preferred.
  • 15+ years of experience in a related field; ideally with at least 5 years of experience working overseas and significant leadership experience
  • Experience working in the humanitarian and international development and/or refugee protection field, including relevant experience in the field.
  • Work experience that includes technical excellence, strategic planning, program design, management and/or delivery of protection programming; monitoring, evaluation, accountability and learning (MEAL) for humanitarian and development programming; and research methods and evidence generation.
  • Demonstrated understanding of humanitarian principles (core humanitarian standards, Sphere, etc.) and the Do No Harm approach.
  • Experience leading accountability and inclusion initiatives, including developing and operationalizing accountability frameworks, creating and strengthening systems to collect, analyze and act upon feedback, and providing technical advice to staff in a variety of roles.
  • Experience leading technical, monitoring, evaluation, accountability and/or learning functions at a global level, including establishing and maintaining minimum standards and systems, generating programmatic evidence and providing technical advice to staff in a variety of programmatic roles.
  • Ability to interpret programmatic data and research findings and make clear, actionable recommendations to teams responsible for implementing programming.
  • Significant experience with assessment, evaluation and research in humanitarian and development contexts, including the Application of qualitative, quantitative and mixed-methods approaches across a variety of real-world settings.
  • Experience with business development, including technical review of relevant proposal components and incorporation of evidence and measurement strategies.
  • Experience with supporting organizational strategy and growth initiatives, including new presence and geographic strategies, positioning for new funders.
  • Experience in training and capacity-building for staff and partners across diverse international and U.S.-based contexts.
  • Exceptional writing and communication skills; experience with writing and reviewing funder reports, SOPs, program management documents and external communications.
  • Knowledge of HIAS working languages, Spanish and French would be beneficial.
  • Ability to work independently in a fast-paced environment and meet strict deadlines.
  • Excellent critical thinking skills; ability to multi-task.
  • Demonstrated leadership in program and organization-level
  • Experience and expertise raising funds from bilateral, multilateral and private donors.
  • Excellent organizational and facilitation skills; strong oral and written communication skills required.
