UN Office of the Special Coordinator on Improving the UNs Response to Sexual Exploitation and Abuse


Position description

This position is located in the Office of the Special Coordinator on improving the United Nations response to sexual exploitation and abuse (OSCSEA) in the United Nations Headquarters in New York. The position will support the advancement of UN’s work to meet its institutional accountabilities as well as contribute to strengthening UN systemwide and inter-agency efforts on protection from sexual exploitation and abuse (PSEA), with specific focus on ending impunity and strengthening accountability through enhanced PSEA policies, guidance, tools, procedures and mechanisms. The incumbent reports through the Senior Political Affairs Officer (P5) to the Special Coordinator (USG).

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties, in line with the pillars of Secretary General’s strategy on prevention and response to sexual exploitation and abuse, especially, effective response and ensuring accountability:

  • Participates in the development, implementation and evaluation of assigned programmes/projects on PSEA issues, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with relevant stakeholders, by planning facilitating processes, and ensures PSEA issues, including their gender equality dimensions considerations, are integrated .
  • Researches, analyzes and presents information gathered from diverse sources, on PSEA issues, including strengthening accountability for SEA within the UN system and with implementing partners.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, legislative texts and commentaries on those texts, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities to foster collaboration UN entities, civil society, academic institutions, international organizations and Member States to identify best practices and develop initiatives aimed at strengthening PSEA efforts in peacekeeping, development and humanitarian contexts.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries and proposing appropriate follow-up activities, etc.
  • Collects and analyzes data and other relevant sources of information to identify trends or patterns relevant to PSEA and provide insights to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in international relations, law, human rights or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, law, human rights or related area, is required.
  • Experience working in the United Nations Common System or a comparable international organization or nongovernmental organization on advancing policies and standards related to gender-based violence and protection from sexual exploitation and abuse is required.
  • Work experience in addressing sexual and gender-based crimes is required.
  • Experience in drafting reports, speaking notes, minutes of meetings and similar inputs in the areas of human rights, law, or political affairs is required.
  • Experience in international human rights law, criminal justice and related fields is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
