To conduct a regional analysis on gender equality setbacks and pushbacks in Eastern Europe and in Central Asia with agreed policy recommendation and advocacy messages to address regressive gender equality trends and pushbacks across the two subregions.

You would be responsible for:

Desk based literature review and analysis of the effect of the pushback to gender equality and human rights in Eastern Europe and in Central Asia:

Identify the main areas/issues of contestation, their drivers and narratives in the

following fields:

Policy discussions and changes in the legal and normative frameworks as laid out in the ICPD and consequent human right instruments and platforms.

Changes in social norms and individual behaviours and believes that explains or contest the pushback to gender equality, women’s rights and Sexual and reproductive health and rights using national, regional and global data sources such as but not limited to, images studies, World Value Surveys, HDRs, etc.;

Shrinking civil space and its effects on the gender equality and rights agenda

Identify key main narratives driving the pushback in Eastern Europe and in Central Asia and the spaces of influence where it is manifested.

Draft key recommendation and advocacy messages to address regressive gender equality trends and pushbacks across the region, with granular analysis as pertinent to clusters of countries or subregions.

Duration and working schedule:

Consultant will be expected to work between June 2025 and October 2025 up to 30 days.

Place where services are to be delivered:

Home-based / Remote technical support and communication with UNFPA EECARO

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

In particular, the consultant will be responsible for completing the following key deliverables by the deadlines* listed below: 

Draft outline with proposed methodologies [3 working days from the start of the contract]

First Draft of the pushbacks of the pushbacks to gender equality for feedback [20 working days from the start of the contract]

Final document based on desk-based analysis of the pushbacks to gender equality including strategies and methodology of engagement. [7 working days]

 The deliverables are expected to be submitted electronically in English and be professionally edited and proofread. 

The total number of days: 30 workdays

*the stated deadlines are preliminary and might be adjusted based on the progress

Monitoring and Progress Control:

The Regional Gender Advisor will monitor the consultant’s completion of deliverables.

Supervisory Arrangements:

Direct supervision to the Regional Gender Advisor.

Expected Travel:

No travel is foreseen

Qualifications and Experience:

Education:  

Bachelor’s degree or equivalent in social sciences, gender or other field directly related to the substantive areas of this position is required.

Master’s degree or equivalent in the fields above is desirable.

Knowledge and Experience:

Minimum of 10 years of relevant professional experience in communications with government, UN or NGOs on issues;

Demonstrable experience in the field of gender equality;

Strong writing and analytic skills with the ability to liaise with and engage government, UN agencies, CSOs, media and other stakeholders in a professional and friendly manner;

Language: 

Excellent command of written and spoken English.

Knowledge of Russian language is desirable.The Senior Associate, KGNDF Secretariat plays a key role in advancing the strategic and operational objectives of the Korea Green New Deal Trust Fund (KGNDF). Reporting to the Director of Financial Collaboration, Outreach, and Management, the position supports the Fund’s mission to drive transformative green transitions through environmentally sustainable, socially inclusive, and economically viable projects.

The role is responsible for day-to-day implementation and coordination across the KGNDF portfolio, including project selection, stakeholder engagement, communications, and project monitoring. It also ensures cross-functional collaboration to maintain portfolio visibility, operational efficiency, and alignment with donor priorities and GGGI’s strategic direction.

 

PURPOSE 

The Senior Associate contributes to maximizing the impact and operational performance of the KGNDF by:

Providing timely and effective administrative and logistical support to the KGNDF portfolio and Secretariat activities, including travel, procurement, and meeting coordination.

Supporting the regular monitoring and review of KGNDF-funded projects to ensure implementation progress, address challenges, and prepare updates for internal and external stakeholders.

Facilitating structured donor communications and reporting to maintain transparency and engagement.

 

 ENGAGEMENT

The Senior Associate, KGNDF Secretariat will: 

Collaborate closely with internal units in GGGI to ensure alignment in the implementation of the KGNDF projects with organizational standards, thematic focus, and strategic objectives.

Work collaboratively with donor counterparts, maintaining transparent, systemic communication to foster trust, establish confidence, and address changing priorities or concerns.

Coordinate with external partners, including government departments, development partners, and implementing organizations, to facilitate delivery of projects, sharing of knowledge, and showcase of KGNDF-financed projects.

Support advocacy and fundraising activities through lending support to communication initiatives and strategies touting the Fund’s impact, such that messaging cohesion is achieved between digital channels, publications, and events.

Enable cross-functional coordination between the Secretariat and broader GGGI teams, as well as information sharing, collective problem-solving, and continuous improvement culture.

Ensure that logistical and administrative arrangements (e.g., meetings, travel, procurement) are well-coordinated to support effective stakeholder engagement and smooth collaboration among partners.

Work closely with stakeholders to track project progress, addressing challenges collaboratively while offering timely updates that reinforce partnership trust. 

DELIVERY

The Senior Associate will deliver:

1. Project Performance Monitoring and Management

Timely identification and project progress and achievement through regular performance assessments.

Documented reviews and recommendations shared with relevant teams for continuous portfolio improvement.

2. Communication of Key Achievements

At least one flagship publication annually showcasing KGNDF’s impact, with measurable outcomes and replicable solutions.

A regularly maintained KGNDF website with up-to-date project information, progress stories, and knowledge products.

Successful delivery of the annual internal event, engaging GGGI staff and highlighting fund milestones.

3. Partnership with Stakeholders

Annual progress report and periodic donor updates prepared and shared, reflecting financial health and portfolio performance.

At least one stakeholder engagement event per year (e.g., workshop or conference) organized and documented.

Strengthened donor and partner relations evidenced by increased collaboration or co-funding opportunities.

4. Administrative Support

Well-coordinated travel, meetings, and procurement logistics ensuring smooth implementation of KGNDF activities.

Calendar and task management support to Director and Manager, facilitating timely decision-making and follow-up.

Organized documentation of all administrative processes, contributing to internal efficiency and audit-readiness.

 

REQUIRMENTS 

QUALIFICATIONS

A bachelor’s degree in relevant fields such as international relations, political science, sustainable development, international business or others.

At least 4-5 years of work experience in a program assistance function or similar support role.

At least 1 year of experience working in any international organization, NGO, philanthropic organization, etc.

Proficiency in English; Korean proficiency is preferred.
