The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Duties and Responsibilities

  • Provide support and facilitate result-based management planning, programme and project management, quality assurance standards and management tools;
  • Develop and maintain integrated mid-term plans and annual programmes of work and budgets including setting of priorities and goals;
  • Track implementation and prepare programme and budget performance reports, and liaise with other areas of the Provisional Technical Secretariat (PTS) to ensure that quality and standards are corporate, and appropriate in line with planning and reporting needs;
  • Compile Program of Work for the Division and develop budget to implement the programme. Monitor the execution of the program and budget; coordinate with all areas of the Division, liaise with the Procurement Services Section regarding the preparation of contracts for the procurement of goods and services and with cross-divisional stakeholders on identified problems, proactively facilitate solutions and ensure that action is taken at the earliest opportunity in order to maintain the schedule of work and implementation of the budget;
  • Serve as divisional Point of Contact for ERP related issues; advise on financial transfers; provide guidance and support on the implementation of the Programme and Budget ensuring that financial rules and regulations, and administrative directives are followed;
  • Support IDC Director in preparing Division’s presentations, statements and papers required for meetings of the Policy-Making Organs (PMOs) and policy papers; prepare Division’s inputs for PTS official regular reports to PMOs;
  • Participate in the development, review and update of coordination mechanisms and processes for inter- and intra-divisional projects and teams with a view of enhancing collaboration competencies and efficiency;
  • Lead the Planning, Programme and Budget Implementation Unit and supervise the work activities performed by the team;
  • Liaise with officials of States Signatories and represent the Division in meetings;
  • Respond to internal requests for information on the programme and provide communications material to increase outreach and visibility;
  • Prepare official document drafts as required;
  • ​Perform other duties as assigned.

Education

Advanced university degree in public or business administration or a related field.

Work Experience and Qualifications

  • At least seven (7) years of progressively responsible and relevant working experience in the field of programme and project administration using project management and strategic planning methods and techniques.
  • Work experience with Enterprise Resource Planning (ERP) system (preferably SAP).
  • Strong leadership and interpersonal skills, with the ability to work collaboratively in a multicultural team.
  • Proven ability to prioritize, plan and organize, and coordinate the work of others.
  • Extensive knowledge of project management principles and its practical implementation is required; certification in project management is required with experience in PRINCE 2 highly desirable; knowledge of IPSAS is an asset.
  • Experience in results-based budgeting, including the development and tracking of KPIs.

Languages 

  • Excellent written and oral communication skills in English are essential;  
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
